ប្រវត្តិរឿងដីធ្លីនៅក្នុងឃុំយាអង្គ ស្រុកថ្ពង ខេត្តកំពង់ស្ពឺ កើតឡើងតាំងពីឆ្នាំ២០០៦រហូតមកដល់ពេលនេះឬថ្ងៃនេះមិនទាន់មានដំណោះស្រាយអ្វីគួរឲ្យកត់សម្គាល់នោះទេ។

Celebrating World Day of Social Justice

អបអរសាទរ ទិវាយុត្តិធម៌សង្គម

ថ្ងៃទី២០ ខែកុម្ភៈ ជា "ទិវាយុត្តិធម៌សង្គមពិភពលោក" ហើយប្រជាជនឬរដ្ឋដែលជាសមាជិកនៃអង្គការសហប្រជាជាតិ ប្រារព្វទិវានេះនៅទូទាំងពិភពលោក។

ដោយឡែកនៅប្រទេសកម្ពុជា រយៈកន្លងមក យើងពុំសូវដែលបានឃើញ ឬដឹងអំពី ទិវាយុត្តិធម៌សង្គមពិភពលោកនេះទេ។ រីឯរដ្ឋ ឬអ្នកគ្រប់គ្រងប្រទេសកម្ពុជាវិញក៏មិនយកចិត្តទុកដាក់ប្រារព្វទិវាយុត្តិធម៌ពិភពលោកនេះឡើយ។

ហេតុដូច្នេះហើយបានជាថ្ងៃនេះ (ទី២០ ខែកុម្ភៈ ឆ្នាំ២០១៤) អង្គការសង្គមស៊ីវិល និងបណ្ដាញសមាគម សហជីពចំនួន៥បានរួមគ្នារៀបចំពិធីអបអរសាទរទិវានេះឡើងជាលើកដំបូង នៅមុខប្រាសាទអង្គរតូច។ អង្គការទាំង៥នេះមានដូចជា៖

ទិវាយុត្តិធម៌សង្គមពិភពលោក

យុត្តិធម៌សង្គមគឺជាគោលការណ៍យ៉ាងសំខាន់សម្រាប់សហត្ថិភាព (ការរស់នៅជាមួយគ្នា) ដោយសន្តិភាពនិងភាពរុងរឿងនៅក្នុងប្រទេសនីមួយៗ និងនៅក្នុងពិភពលោក។ យើងទាំងអស់គ្នាលើកកម្ពស់គោលការណ៍យុត្តិធម៌សង្គមគឺលើកកម្ពស់សមធម៌យែនឌ័រ ឬសិទ្ធិរបស់ជនជាតិដើមភាគតិច និងជនចំណាកស្រុក។ យើងជំរុញឲ្យមានយុត្តិធម៌សង្គមគឺ យើងទាំងអស់គ្នាជម្នះឧបសគ្គនានាដែលប្រជាជនកំពុងប្រឈមបញ្ហាយែនឌ័រ (ភេទ) អាយុ ជាតិសាសន៍ ជនជាតិភាគតិច សាសនា វប្បធម៌ និងពិការភាព។

ចំពោះអង្គការសហប្រជាជាតិវិញ ការអនុវត្តគោលការណ៍យុត្តិធម៌សង្គមសម្រាប់ទាំងអស់គ្នាគឺជា បេសកកម្មស្នូលរបស់យើងសម្រាប់ពិភពលោក ដើម្បីលើកកម្ពស់ការអភិវឌ្ឍ និងសេចក្ដីថ្លៃថ្នូរបស់មនុស្ស។ ការអនុមតិសេចក្ដីប្រកាសស្ដីពីគោលការណ៍យុត្តិធម៌សង្គមសម្រាប់សកលោកភាវូបណីយកម្មដោយយុត្តិ (Declaration on Social Justice for a Fair Globalization) ដោយអង្គការពលកម្មអន្ត្រជាតិ (International Labour Organization) គឺជាឧទាហរណ៍មួយនៃការប្ដេជ្ញាចិត្តអនុវត្តគោលការណ៍យុត្តិធម៌សង្គមនៃប្រព័ន្ធការងាររបស់អង្គការសហប្រជាជាតិ។ សេចក្ដីប្រកាសនេះផ្ដោតលើការធានាទទួលបានលទ្ធផលយ៉ាងស្មើភាពសម្រាប់ទាំងអស់គ្នា តាមរយៈមានការងារធ្វើ កិច្ចការពារសង្គម កិច្ចសន្ទនាសង្គម និងគោលការណ៍ ព្រមទាំងសិទ្ធិចម្បងៗនៅកន្លែងធ្វើការ។

មហាសន្និបាតនៃអង្គការសហប្រជាជាតិបានប្រកាសយកថ្ងៃទី២០ ខែកុម្ភៈ ជាទិវាយុត្តិធម៌សង្គមពិភពលោក (proclaimed 20 February as World Day of Social Justice)នៅឆ្នាំ២០០៧ ដោយបានអញ្ជើញរដ្ឋ ឬប្រទេសជាសមាជិក ចំណាយពេលមួយថ្ងៃដើម្បីលើកកម្ពស់ និងចាត់អនុវត្តសកម្មភាពស្របទៅតាមគោលបំណង និងគោលដៅនានា របស់សន្និសីទកំពូលពិភពលោកដើម្បីអភិវឌ្ឍន៍សង្គម (World Summit for Social Development) និងរបស់សម័យប្រជុំលើកទី២៤នៃមហាសន្និបាតអង្គការសហប្រជាជាតិ។ ការរៀបចំទិវាយុត្តិធម៌ពិភពលោក គប្បីត្រូវគាំទ្រដល់កិច្ចប្រឹងប្រែងរបស់សហគមន៍អន្តរជាតិ ក្នុងការលុបបំបាត់ភាពក្រីក្រ ដោយលើកកម្ពស់មុខរបរ និងការងារយ៉ាងពេញលេញនិងសមស្រប លើកកម្ពស់សមធម៌យែនឌ័រ និងសិទ្ធិទទួលបានសុខុមាលភាព និងយុត្តិធម៌សង្គមសម្រាប់ទាំងអស់គ្នា។

World Day of Social Justice

Social justice is an underlying principle for peaceful and prosperous coexistence within and among nations. We uphold the principles of social justice when we promote gender equality or the rights of indigenous peoples and migrants. We advance social justice when we remove barriers that people face because of gender, age, race, ethnicity, religion, culture or disability.

For the United Nations, the pursuit of social justice for all is at the core of our global mission to promote development and human dignity. The adoption by the International Labour Organization of the Declaration on Social Justice for a Fair Globalization is just one recent example of the UN system’s commitment to social justice. The Declaration focuses on guaranteeing fair outcomes for all through employment, social protection, social dialogue, and fundamental principles and rights at work.

The General Assembly proclaimed 20 February as World Day of Social Justice in 2007, inviting Member States to devote the day to promoting national activities in accordance with the objectives and goals of the World Summit for Social Development and the twenty-fourth session of the General Assembly. Observance of World Day of Social Justice should support efforts of the international community in poverty eradication, the promotion of full employment and decent work, gender equity and access to social well-being and justice for all.

នៅថ្ងៃទី១៨ ខែកុម្ភៈ ឆ្នាំ២០១៤ នេះ នៅពុទ្ធិកវិទ្យាល័យព្រះសុរាម្រិត ដែលមានទីតាំងនៅជិតព្រះបរម្យរាជវាំង មានបើកសម័យប្រឡងសញ្ញាប័ត្រទុតិយភូមិ (បាក់ឌុប) ផ្នែងខាងព្រះពុទ្ធសាសនាទូទាំងប្រទេស ដោយមានបេក្ខសាមណៈសិស្ស និងសិស្សប្រមាណជិត៤០០អង្គ/នាក់ ដែលប្រៀបធៀបឆ្នាំមុនមានចំនួនតិចជាងជិត១០០អង្គ/នាក់។

This year there are about 371 students which include Monk students and ordinary students, comparing to last year 500 students.

Letter from Vorn Pao to evevery comrades, posted by his wife on Friday (unofficial translation):

Dear parnters,

I, Vorn Pao, would like to say hello to all members of associations, unions, federations, confederations, international and national civil societies, international and national network, and all Khmer patriots living both in the country and around the world!

I have known that there are millions of Khmer people either inside and outside the country are striving to advocate for freedom of us to be released from CC3. Your action is really a new enormous driving force to demand rights and freedom for our nation and show that we hunger for justice and peace for our nation as well. Moreover, I have known clearly that everyone have been being busy either night and day time for our freedom. For me, even my body is being detained in prison, my soul, my ideal, my willingness and my consciousness is not being detained. Prison has provided me enormous life experience for social advocates like us and shown various type of images especially the life of prisoners.

Many scars of wound are on my body, creating alot of pain on me, but it cannot shock me or depress me or make me forget the social striving because I hope that one day in the near future, we will receive our freedom back after our united sacrified. Every activities are for the sake of our nation, ourselves and our next generation. Our nation has been suffered so many years from people who have always mistreated and wanted to destroy our nation from generation to generation. Therefore, every action of sacrify of us is for the sake of ourselves and our next generation.

We hope that our united action have been boosted up more and more to struggle to get real justice, and we also struggle with all of you every time. If we lose willingness, consciousness, independency, we will never get our rights of humanity, rights of land, rights of house, proper living wage, democracy and social justice. I will continue struggling living in hardship in this prison to wait for a new day of hope for every one, and I truly hope that I will be free and get justice from every one's sacrify, for the sake of our nation.

I hope our struggle will be fruitfull soon. I, Vorn Pao, wish everyone and monks to be blessed, safety everywhere and succeed every mission for our own nation. I also hope that our 21 friends and I will be free and be able to meet all of you soon and will join the advocacy campaign with all of you.

I want to say bye bye for a while, but I will meet all of you outside prison soon.

Borey Keila residents were re-evicted

ព្រឹកព្រលឹម ថ្ងៃទី១៤ ខែកុម្ភៈ ឆ្នាំ២០១៤ ប្រជាសហគមន៍បុរីកីឡាត្រូវអាជ្ញាធររាជធានីភ្នំពេញប្រើកម្លាំងវាយបណ្ដេញ និងបង្ក្រាបយ៉ាងឃោរឃៅ ដោយបណ្ដាលឲ្យមានរបួស៥នាក់។ មានប្រជាពលរដ្ឋ២នាក់ ត្រូវអាជ្ញាធរវាយបែកក្បាល និងស្ត្រី៣នាក់ត្រូវអាជ្ញាធរវាយឲ្យរបស់រហូតសន្លប់។

In early morning, February 14, 2014, Borei Keila residents were cruelly cracked down and evicted. Two people were beaten and cut on their head and three women were beaten to unconscious.

នៅថ្ងៃទី១០ ខែកុម្ភៈ ឆ្នាំ២០១៤ សហព័ន្ធសហជីព និងសមាគម មានទីតាំងស្ថិតនៅក្រុងសៀមរាបបានឯកភាពគ្នា ក្នុងគោលជំហ៊រ និងឆន្ទៈតែមួយ រៀបចំពិធីបង្ហោះប៉េងប៉ោងចំនួន៣កន្លែងគឺ៖

នាងចេកនាងចម មុខអង្គរវត្ត និងនៅការរិយាល័យសហព័ន្ធសមាគម(បូរីប្រិមប្រិយ ភូមិត្រពាំងសេះ សង្កាត់គោកចក ក្រុងសៀមរាប ខេត្តសៀមរាប)

កម្មវិធីនឹងប្រព្រឹត្តទៅដោយជួបជុំគ្នា មានអ្នកចូលរួម តាមកន្លែងកំណត់នីមួយៗតាមគម្រោងពី២០ទៅ២៥នាក់ នៅវេលាថ្ងៃត្រង់ម៉ោង១១និង៣០នាទី ដល់ម៉ោង១១និង៤៥នាទីព្រឹក គឺទាំងបីកន្លែងក្នុងពេលព្រមៗគ្នាក្នុងពេលតែមួយ។

People from Svay Rieng and Prey Veng demand release the 21 (2014-02-08)

ខេត្តស្វាយរៀង៖ នៅព្រឹកថ្ងៃទី៩ ខែកុម្ភៈ ឆ្នាំ២០១៤ ប្រជាពលរដ្ឋតំណាងសហគមន៍មកពីខេត្តស្វាយរៀងនិងព្រៃវែងនាំគ្នាទៅដាក់ញ្ញត្តិនៅសាលាខេត្តស្វាយរៀង ដើម្បីទាមទារឲ្យមានការដោះលែងអ្នកជាប់ឃុំ២១នាក់។

ក្នុងពេលដែលពួកគាត់ទៅដាក់ញត្តិនោះ ខាងកងកម្លាំងប្រដាប់អាវុធ ជាពិសេសនគរបាល ក៏បានដាក់ពង្រាយកម្លាំង នៅទីនោះដែរ។

នៅក្នុងញត្តិនោះក្រៅពីទាមទារឲ្យដោះលែងកម្មករ និងសកម្មជនសិទ្ធិមនុស្ស ក៏មានការទាមទារឲ្យមានការដំឡើងប្រាក់ខែគោលដល់កម្មករលើគ្រប់វិស័យឲ្យបាន១៦០ដុល្លារក្នុងមួយខែ និងទាមទារឲ្យរដ្ឋាភិបាលបញ្ឈប់ការប្រើកម្លាំងបាញ់បង្ក្រាបលើបាតុកម្មដោយសន្តិវិធីទៀតដែរ ក៏ប៉ុន្តែខាងអាជ្ញាធរខេត្តមិនទទួលយកទេ ដោយសុំឲ្យបង្វែទៅដាក់នៅរាជធានីភ្នំពេញវិញ ដោយសំអាងថា មិនមែនជាដែនសមត្ថកិច្ចរបស់ខ្លួននោះទេ។

Svay Rieng: February 9, 2014, representatives of people from Prey Veng and Svay Rieng province gather in front of Svay Rieng (#SvayRieng) governor office to submit their petition demanding the release of the 21 who were arrested and sent to prison in Kampong Cham.

The authorities, especially police is also deployed while people are gathering.

In addition to demanding the release the 21 people including workers and human rights activists, they also demand for the increase of basic salary of USD160.00 per month for workers in industries and that the government must stop using armed forces to kill and suppress peaceful demonstrators.

However, the provincial authorities does not accept the petition saying that they are not in any competence to do that and ask the people to send their petition to Phnom Penh municipalitiy.

Praying for release the 23

On February 7, 2014, Civil Society, Unions, Peace Working Group, Independent monk network for justice, Boeungkok community organize and celebrate a ceremony praying for release the 23 who were arrested during the protest in early January 2014 demanding a decent wage increase of USD$160.00 for workers in foot-wear and garment industry.

This ceremony take place at Preah Ang Donkeu (ព្រះអង្គដងកើ) in front of the Royal Palace, Phnom Penh. About 100 people and monks join the ceremony.

អង្គការសង្គមស៊ីវិល ក្រុមការងារដើម្បីសន្តិភាព បណ្ដាញព្រះសង្ឃឯករាជ្យដើម្បីយុត្តិធម៌ សហជីព ប្រជាសហគមន៍បឹងកក់ បានរៀបចំ និងប្រារព្វពិធីសូត្រមន្តបួងសួងសុំដោះលែង មនុស្ស២៣នាក់ដែលត្រូវអាជ្ញាធរចាប់ នៅពេលពួកគាត់និងកម្មករជាច្រើននាក់ទៀតធ្វើកូដកម្មតវ៉ាសុំដំឡើងប្រាក់ឈ្នួលសមរម្យចំនួន១៦០ដុល្លារក្នុងមួយខែ ជូនកម្មករ-កម្មការិនីក្នុងវិស័យកាត់ដេរស្បែកជើង និងសំលៀកបំពាក់ កាលពីដើមខែមករា ឆ្នាំ២០១៤។

ពិធីបួងសួងនេះប្រព្រឹត្តទៅនៅព្រឹកថ្ងៃទី៧ ខែកុម្ភៈ ឆ្នាំ ២០១៤ នៅព្រះអង្គដងកើ ខាងមុខព្រះបរម្យរាជវាំង រាជធានីភ្នំពេញ និងមានអ្នកចូលរួមប្រមាណជាង១០០នាក់/អង្គ។

CPN meeting on Development Trend in Cambodia

បណ្ដាញកសាងសន្តិភាពសហគមន៍ (Community Peace-building Network) បានរៀបចំកិច្ចប្រជុំមួយដែលមានបណ្ដាញសហគមន៏ទាំង២៤ខេត្តក្រុងចូលរួម។ កិច្ចប្រជុំនេះប្រព្រឹត្តទៅនៅរាជធានី ភ្នំពេញ នៅព្រឹកថ្ងៃទី៦ ខែកុម្ភៈ ឆ្នាំ២០១៤។

ប្រធានបទនៃកិច្ចប្រជុំនេះគឺ "និន្នាការអភិវឌ្ឃន៍នៅកម្ពុជា" ដោយមានអ្នកសម្របសម្រួលលោក ចាន់ សុវ៉េត មន្ត្រីជាន់ខ្ពស់មកពីសមាគមអាដហុក និងមានអ្នកចូលរួមចំនូនសរុប៤៣នាក់ ក្នុងនោះមានស្ត្រី១២នាក់៕

Community Peace-building Network (CPN) organizes a meeting on 'Development Trend in Cambodia', February 6, 2014 in Phnom Penh. 43 Members in which 12 women of CPN from 24 provinces/municipalities participate in the meeting.

The meeting is facilitated by a senior officer, Mr. Chan Saveth from ADHOC.

Protest start at Kirisakor district, Koh Kong

About 30 villagers protest at the gateway to Union Development Co. For the respect of their rights to their lands, asking for the on site development and the stop of damaging their property to intimidate them from continuing living on their lands. Phum Peam Kay, Khum Koh Sdach, Srok Kirisakor of Koh Kong on 5 Feb 2014 at 04:15 p.m.

Minutes later, another group of about 20 villagers come to join the protest.

About 12 black uniform security guards and 6 uniform soldiers are deployed.
