សហគមន៍ជនជាតិដើមភាគតិចបានត្អូញត្អែថា ការបង្កើតគម្រោងរ៉េដ មិនអាចការពារព្រៃឈើបានទេ ប្រសិនបើអ្នកមានសមត្ថកិច្ចមួយចំនួនឃុបឃិតជាមួយក្រុមជនល្មើសនោះ។
សហគមន៍ជនជាតិដើមភាគតិចចំនួន១៥ (សហគមន៍) បានចុះកិច្ចព្រមព្រៀងអនុវត្តគម្រោងរ៉េដស្ម័គ្រចិត្តនៅតំបន់កែវសីមា ដែលពិធីចុះកិច្ចព្រមព្រៀងនេះបានប្រព្រឹត្តទៅកាលពីថ្ងៃទី១៤ខែមករា ឆ្នាំ២០១៣ពនៅស្នាក់ការខណ្ឌរដ្ខបាលព្រៃឈើខេត្តមណ្ឌលគិរី ក្រោមអធិបតីភាពលោកយីម លុច្ស អភិបាលរងខេត្តមណ្ឌលគិរី លោកកែប កត់នាយកខណ្ឌរដ្ឋបាលព្រៃឈើខេត្តមណ្ឌលគិរី និងតំណាងរដ្ឋបាលព្រៃឈើថ្នាក់ជាតិ ព្រមទាំងតំណាងអង្គការ JICA សហគមន៏ និងតំណាងអង្គការមិនមែនរដ្ឋាភិបាលជាច្រើនទៀត។

The Indigenous People complaints that the establishment of the RED Project cannot prevent the forest from the destruction when the competent authorities accomplice with the perpetrators.
Fifteen Indigenous Communities signed an agreement on a volunteer implementation of the RED Project in Keo Seyma Area. The signatory ceremony was held January 14, 2013 at the provincial office of Forest Administration under the chairmanship of Mr. Yim Lux, the deputy governor of Mondulkiri, Mr. Kep Kot, director of provincial forest administration, and representatives from national forest administration, JICA, communities, and NGOs.
Even though the agreement was signed, the forest destruction by the powerful and rich people hugely continues and the communities cannot protect the forest.
