នៅព្រឹកថ្ងៃទី២៤ ខែធ្នូ ឆ្នាំ២០១៣ គណៈកម្មការប្រឹក្សាការងារបានរៀបចំប្រជុំនិងប្រកាសលទ្ធផលនៃការសម្រេចតម្លើងប្រាក់ឈ្នួលគោលដល់វិស័យកាត់ដេរសំលៀកបំពាក់ និងស្បែកជើងក្រោមអធិបតីភាពលោកអិត សំហេង រដ្ឋមន្រ្តីក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈក្នុងកិច្ចប្រជុំនោះ លោកអិត សំហេងបានប្រកាសសម្រេចតម្លើងប្រាក់ឈ្នួលចំនួន១៥ដុល្លាបន្ថែមលើប្រាក់ឈ្នួលគោលបច្ចុប្បន្ននៅក្នុងវិស័យកាត់ដេរសំលៀកបំពាក់ និងស្បែកជើង។ ក្នុងការសម្រេចនោះមានសហជីពមួយចំនួនបានលើកដៃយល់ព្រមហើយក៏មានសហជីពដែលមិនឯកភាពទៅនិងការសម្រេចនេះដែរ។
នៅពីមុខក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈវិញ ក៏មានកម្មករមួយក្រុមមានគ្នាប្រមាណ៤០០នាក់បានមកស្រែកតវ៉ាមិនយល់ព្រមនឹងការសម្រេចនេះទេដោយក្រុមកម្មករទាមទារតម្លើងឲ្យបាន១៥៤ដុល្លា ទៅ១៧៤ដុល្លា។

ក្រុមកម្មករក៏បានបិទផ្លូវសហព័ន្ធរុស្ស៊ីមុខក្រសួងការងារចំនួន២០នាទីផងដែរគឺពីម៉ោង១១រហូតដល់ម៉ោង១១និង២០នាទីទើបក្រុមកម្មករបើកផ្លូវវិញនិងប្រកាសរំសាយ។ នៅពេលបិទផ្លូវនោះ ពួកគាត់បាននិយាយថា ពួកគាត់នឹងធ្វើការទាមទារបន្តទៀតតាមរយៈការធ្វើកូដកម្មទូទាំងប្រទេសជាដើម។
On December 24, 2013, the Labour Council organized a meeting and announced the result of the decision on increase of basic salary in garment and shoe industries under the chairmanship of Mr. Ith Samheng, Minister of Labour and Vocational Training.
In the meeting, Mr. Ith Samheng announced the decision on increase of US$15.00 as an addition to the existing basic salary. Some unions who attends the meeting agree with the increase, but some unions disagree with it.
At the same time, in front of the Ministry of Labour and Vocational Training, a group of about 400 workers demanding they disagree with the decision. They demand for an increase from US$154.00 to US$174.00.
They also blocked the Russian Road in front of the Ministry for 20 minutes. The Road was blocked from 11:00 to 11:20. They said they will continue the protest for the increase by holding a strike throughout the country.

Freedom of Association Challenges and Development in Cambodia
សិក្ខាសាលាស្តីពីឧបសគ្គនិងការអភិវឌ្ឍសេរីភាពសមាគមនៅកម្ពុជា
ថ្ងៃទី១៩ ខែធ្នូ២០១៣ សហភាពការងារកម្ពុជា (CLC) បានរៀបចំសិក្ខាសាលាមួយស្តីពីឧបសគ្គ និងការអភិវឌ្ឍសេរីភាពសមាគមនៅកម្ពុជា ដែលប្រព្រឹត្តទៅនៅសណ្ឋាគារសាន់វ៉េ រាជធានីភ្នំពេញ។
គោលបំណងនៃសិក្ខាសាលានេះគឺ៖
ថ្ងៃទី១៩ ខែធ្នូ២០១៣ សហភាពការងារកម្ពុជា (CLC) បានរៀបចំសិក្ខាសាលាមួយស្តីពីឧបសគ្គ និងការអភិវឌ្ឍសេរីភាពសមាគមនៅកម្ពុជា ដែលប្រព្រឹត្តទៅនៅសណ្ឋាគារសាន់វ៉េ រាជធានីភ្នំពេញ។

A workshop on "Freedom of Association Challenges and Development in Cambodia" was conducted on December 19, 2013 in Sunway Hotel, Phnom Penh, Cambodia. This workshop was organized by Cambodian Labour Confederation (CLC).
The purpose of the workshop is (1) to collect information/data on exercise of freedom of association and unions by various bodies, (2) raise awareness on challenges of freedom of association and union and the current standard of practicing the freedom of association and union in Cambodia, and (3) seek strategies for the acceleration of a better practice of freedom of association and union in Cambodia.
In the workshop there were three important speakers, namely:
Mr. Ath Thon, president of Cambodian Labour Confederation,
Mr. Nuon Rithy, Labour Right Consultant, and
Mr. David Johnwelsh, president of American Center for International Labour Solidarity.
The workshop also conducted a round table discussion on what mechanism is used to promote the freedom of association and union in Cambodia.
The participants in the workshop found some challenges in exercising the freedom of association and union in Cambodia. The challenges are:

Abbot of Chakrei Ting Pagoda in Kampot did not allow the pilgrimage an overnight
ព្រះចៅអធិការវត្តចក្រីទីងខេត្តកំពតមិនអនុញាតឲ្យក្រុមធម្មយាត្រា- សិទ្ធិយាត្រាតាមផ្លូវជាតិ លេខ៣ស្នាក់អាស្រ័យក្នុងវត្ត
នៅថ្ងៃទី០១ ខែធ្នូ ឆ្នាំ២០១៣ ព្រះសង្ឃ និងប្រជាពលរដ្ឋប្រមាណ៦០អង្គ-នាក់បានធ្វើធម្មយាត្រា-សិទ្ធិយាត្រាចេញពីទីរួមខេត្តកំពត់ឆ្ពោះទៅកាន់រាជធានីភ្នំពេញដោយត្រូវចំណាយពេល៩យប់១០ថ្ងៃ។

On December 1, 2013, 60 people including monks started the pilgrimage/march from Kampot town toward Phnom Penh. The pilgrimage take 9 nights and 10 days.
On first day of the pilgrimage at about sunset the pilgrimage organizers met and asked the abbot of the Chakrei Ting Pagoda for an overnight stay, but he did not allow the participants of the pilgrimage to stay saying that the pilgrimage is illegal.
We noticed that the picture of the former King and queen are hanged on the wall of the building. We also noticed the picture of CPP leader and Bun Rany Hun Sen is hanged there, too. (Text and photo by Thy Yann, a Cambodian Media Operator)

Is this the thorough reform of fifth mandate government? Do the Prime Minister and his subordinates have any sympathy for people living around Prey Long?

អង្គការពលកម្មអន្តរជាតិ (អាយឡូ) រៀបចំសិក្ខាសាលាមួយស្ដីពីផែនការយុទ្ធសាស្ត្រអង្គការពលកម្មអន្តរជាតិ និងសហជីពស្តីពីតួនាទីសហជីពក្នុងការអភិវឌ្ឍសេដ្ឋកិច្ចជាតិកម្ពុជា។

Youth Reflection for Improved Performance
កំពង់សោម, ថ្ងៃទី២៣ ខែវិច្ឆិកា ឆ្នាំ២០១៣៖ នៅល្ងាចថ្ងៃទី២៣ ខែវិច្ឆិកា ឆ្នាំ២០១៣ អង្គការ សមធម៌កម្ពុជា (Equitible Cambodia, (EC)) បានរៀបចំកិច្ចប្រជុំឆ្លុះបញ្ចាំងមួយនៅ Cambodia Resort ជាមួយ និងសហគមន៍មូលដ្ឋាន និងក្រុមយុវជននិស្សិតផ្នែកច្បាប់ ដោយមាន អ្នកចូលរួមសរុប៣៥នាក់ ក្នុងនោះមានស្ត្រី១៨នាក់។
យោងតាមលោក ប៊ុត មករា មន្ត្រីគម្រោង នេះបានរៀបរាប់ប្រាប់ឲ្យដឹងថា គម្រោងអប់រំ និងផ្សព្វផ្សាយច្បាប់សហគមន៍ (សីលា) នៃអង្គការសមធម៌កម្ពុជា (EC) បានបើកកិច្ចប្រជុំឆ្លុះបញ្ចាំងសកម្មភាពរបស់ខ្លួនដែលសហគមន៍បានចាប់ដែគូនឹងគ្នានៅឆ្នាំ២០១៣ដើម្បីចែករំលែកបទពិសោធន៍គ្នាទៅវិញទៅមក រកចំណុចខ្លាំងនិងចំណុចកែលម្អដើម្បីធ្វើផែនការរួមគ្នាឲ្យសមស្របមួយដើម្បី និងបន្តការជួយផ្សព្វផ្សាយច្បាប់ និងសិទ្ឋិដល់សហគមន៍មូលដ្ឋានឲ្យកាន់តែមានប្រសិទ្ឋភាព។

The Indigenous People complaints that the establishment of the RED Project cannot prevent the forest from the destruction when the competent authorities accomplice with the perpetrators.
Fifteen Indigenous Communities signed an agreement on a volunteer implementation of the RED Project in Keo Seyma Area. The signatory ceremony was held January 14, 2013 at the provincial office of Forest Administration under the chairmanship of Mr. Yim Lux, the deputy governor of Mondulkiri, Mr. Kep Kot, director of provincial forest administration, and representatives from national forest administration, JICA, communities, and NGOs.
Even though the agreement was signed, the forest destruction by the powerful and rich people hugely continues and the communities cannot protect the forest.

The indigenous people in the community say that they have no trust on the relevant authorities who conduct the survey of the land and who do not follow the circular issued by Mr. Hun Sen.
When the students were sent to conduct the land survey, they survey the communal land. And when the indigenous people try to protest, the group of students insult them as stupid/silly people who don't know how to use money.
Though they try to protest, the title is issued to the other people. They (the community) now feel hopeless. They feel like they are the children without parent, citizens without good leader to take care of them. The worse thing is that they are broken up. They appeal to civil societies for help as they have no more trust on the authorities.

Independent Monk Network for Social Justice Meeting

ក្រោយពីបានបញ្ចប់វគ្គបណ្ដុះបណ្ដាលរយៈពេល៣ថ្ងៃ (១២ដល់១៤ ខែវិច្ឆិកា) ស្ដីពីជំនាញកាត់ត សំឡេង វីឌីអូ និងវិធីសាស្ត្រសរសេរបទយកការណ៍ លោក ផល វណ្ណៈដែលជាអ្នកកាសែតសហគមន៍មួយរូបក្នុងចំណោម១០រូប បានចុះទៅអនុវត្តជំនាញនៅសហគមន៍របស់លោក។
បន្តែការចុះអនុវត្តនេះមិនបានប្រព្រឹត្តទៅដោយរលូនទេ ដោយសារតែមានអាជ្ញាធររារាំងការងាររបស់លោក។

He wrote in his Facebook Timeline that "Today, when I try to capture/shoot a video in front of Phnom Penh Sugar, the police who was on their duty tried to stop me from shooting". This took place on November 18, 2013.

កម្រោង ICT (បច្ចេកវិទ្យាព័ត៌មានសារគមនាគមន៍) របស់មជ្ឈមណ្ឌលអប់រំច្បាប់សម្រាប់សហគមន៍ កំពុងអនុវត្តគម្រោងនេះ ក្នុងការជំរុញនិងបណ្ដុះបណ្ដាលឲ្យសហគមន៍ចេះប្រើប្រាស់ ICT ជាប្រយោជន៍ដល់សហគមន៍របស់ខ្លួន។

ICT is a powerful tool that can be used by the affected communities for their advocacy.
CLEC's ICT is undertaking the ICT project in promoting and training the communities how to use the tool for their advocacy.
10 citizen journalists are being trained by the ICT project on how to edit audio and video, and on how to write a feature story.
This training is conducted at CLEC for three days, starting from 12 November and ending 14 November, 2013.

Bangkok, Thailand: With the pressure from Coca-Cola Company, KSL agrees to offer resolution to the residents of Koh Kong's Srae Ambel first, according to Mr. Vannak Phal, one of the five representatives of residents of Sugar Network, who attended the meeting with KSL (KHON KAEN SUGAR INDUSTRY PUBLIC COMPANY) this morning, November 9, 2013. The Company will work with the other two provinces, Kampong Speu and Uddor Meanchey later.
KSL agrees to offer financial compensation to Srae Ambel's residents, saying they will give the money to the residents immediately after they agree. They will not offer land compensation. But the representatives says they will discuss with their community before they can make decision. Workers set five days as ultimatum for demanding three solutions
ឱសានវាទ៥ថ្ងៃសម្រាប់ការទាមទារលក្ខខណ្ឌ៣ចំណុចរបស់សហជីពដែលការពារដោយច្បាប់
សហជីពដែលបានធ្វើការតវ៉ាតាំងពីថ្ងៃទី៥ខែវិច្ឆិកាម្សិលមិញ បានទាមទារលក្ខខណ្ឌ៣ចំណុច ហើយបានដាក់ឱសានវាទ៥ថ្ងៃ ប្រសិនបើ ការចរចានោះមិនបំពេញតាមលក្ខខណ្ឌទាំង៣នេះទេ ពេលនោះសហជីពបន្តបាតុកម្ម។
សណ្ឋាគារលំដាប់ផ្កាយ៥ ឈ្មោះឡឺមេរីឌែន អង្គរ នៅក្រុងសៀមរាបរំលោភសិទ្ធិកម្មករ ដែលការរំលោភបែបនេះគឺជាការរំលោភកិត្តិយសរបស់ប្រទេសអច្ឆរិយរបស់យើង ជាការកេងប្រវ័ញ្ញកម្លាំងពលកម្មរបស់យើងធ្វើឲ្យសុខភាពសេដ្ឋកិច្ចត្រូវគំរាមកំហែងដោយអំពើពុករលួយ។ល។

The workers who went on strike yesterday, November 5 demanding for three conditions. They set a five-day ultimatum that if the negotiation fails to meet the three conditions they demand, they continue to strike.
A five star hotel, Le Meridien Angkor in Siem Reap violates the workers' rights. It violate the fame of our country, the kingdom of wonder. They also cheat our labor force making the economic health worse due to the threat of corruption.
Please stop violating the workers' rights. If the violation continues, domestic, national, socio economy will be destroyed by the rooted corruption.

ព្រះសង្ឃ និស្សិត អង្គការសង្គមស៊ីវិល និងអ្នកការសែតជាតិនិងអន្តរជាតិ សរុបជិត១០០នាក់បានរួមដំណើរទៅតំបន់ស្ទឹងអារ៉ែង ស្រុកថ្មបាំង ខេត្តកោះកុងក្នុងគោលបំណងផ្សព្វផ្សាយឲ្យប្រជាពលរដ្ឋយល់ដឹងនិងជួយថែរក្សាធម្មជាតិ និងបំបួសដើមឈើនៅទីនោះ។
កម្មវិធីផ្សព្វផ្សាយ និងបំបួសដើមឈើនេះ ប្រព្រឹត្តទៅ៣ថ្ងៃ ចាប់ថ្ងៃទី៣ដល់ថ្ងៃទី៦ ខែវិច្ចិកា ឆ្នាំ២០១៣។
About 100 people, including monks, students, members of civil society organization, and local and international journalists joint a trip to the area of Stung Areng in Koh Kong's Thmor Bang district in order to give awareness to villagers on how to preserve the nature and to ordain trees.
The activity is carried out for three days, starting from 3 - 6 November, 2013.
កម្មវិធីផ្សព្វផ្សាយ និងបំបួសដើមឈើនេះ ប្រព្រឹត្តទៅ៣ថ្ងៃ ចាប់ថ្ងៃទី៣ដល់ថ្ងៃទី៦ ខែវិច្ចិកា ឆ្នាំ២០១៣។

សមាគម NAGCM បានរៀបចំវេទិកាថ្នាក់ជាតិមួយក្រោមប្រធានបទ យើងរួបរួមគ្នាផ្សព្វផ្សាយព័ត៌មានដើម្បីរួមចំណែកក្នុងការអភិវឌ្ឍសេដ្ឋកិច្ច សង្គមកិច្ច និងវប្បធម៌ នៅខេត្តសៀមរៀប។ វេទិកានេះប្រព្រឹត្តទៅចាប់ពីថ្ងៃទី៥ ដល់ថ្ងៃទី៦ ខែវិច្ឆិកា ឆ្នាំ២០១៣។
NAGCM has organized a national forum on 'we together use ICT to share information for social, economic, and cultural development. This forum is conducted in Siem Reap from November 5 to 6, 2013.

Who are the police protecting?
តើបងៗនគរបាលការពារអ្នកណា?
នៅកម្ពុជា នៅពេលណាក៏ដោយឲ្យតែមាន ប្រជាពលរដ្ឋជួបជុំគ្នាដើម្បីតវ៉ាអំពីបញ្ហាអ្វីមួយ ក្រុមនគរបាល កងរាជអាវុធហត្ថ ឬកងប្រជាការពារតែងតែមានមុខមិនដែលខានឡើយ។
ដោយសារតែសង្កេតឃើញដូច្នេះហើយ បានជាកញ្ញា កែវ ដារិទ្ធិ លើកឡើងជាទស្សនៈនិងសំណួរសួរថា៖
បងៗប៉ូលីសមិនដឹងធ្វើអីទេឲ្យតែមានការតវ៉ារបស់ប្រជាពលរដ្ឋ បងៗមានមុខរហូត។ តើបងៗមកការពារអ្នកណា?
តើមិត្តទាំងអស់គ្នាអាចជួយផ្ដល់យោបល់ផងបានទេ?
In Cambodia, whenever and whereever people gather together to demand for or protest against something, armed forces including police, military police, and local security forces always show up.
Observing this, Ms. Keo Darith who is also a community media operator raises and asks this question:
[I] don't know what the police job is. They are always deployed wherever and whenever there is a protest. Who are they protecting?
